2012 Library Tax Levy and Trustee Vote

2012 Library Vote - April 3, 2012

Each year the Library holds an election for approval of the next fiscal year’s operating levy, and to fill any vacancies on Library Board of Trustees.  The vote is for approval of the amount requested to fund the Library through taxes.  The Library’s budget also includes income from other sources -- including grants, gifts, interest and Library fees -- which is not subject to the vote.

The 2012 Library Vote was held on Tuesday April 3, 2012 at the Library from 9am-9pm.  The items on the ballot were the operating tax levy for the proposed FY2012/2013 Library Operating Budget, and one Library Trustee opening.  Here are the official results:

1.    Current 2011/2012 and Estimated FY 2012/2013 Tax Rates*/Thousand for Library Operating Levy

Current rates FY 2011/2012:

Warwick -- $2.88/$1,000
Chester -- $0.67/$1,000

Estimated* rates for FY 2012/2013:

Warwick -- -- $2.94/$1,000
Chester -- -- $0.68/$1,000

*Tax rates for the proposed Library operating levy are estimated based on current assessment values and equalization rates.  There are different rates for Warwick and Chester homes in the Warwick Valley Central School District because homes are assessed differently in these two towns. Warwick homes are typically assessed at less than 25% of their actual market value and Chester homes are assessed closer to the actual market value.  However, in both areas, library tax rates are based on assessed value, not market value.

2.    How to Figure Your Tax for the FY2012/2013 Library Operating Levy

Based on the estimated FY 2012/2013 tax rates, a family with a home in Warwick assessed at $50,000 would pay a Library operating tax of $147.00.  That’s an increase of $3.00 a year.  A family with a home in Chester assessed at $200,000 would pay a library operating tax of $136.00 a year.  That’s an increase of $2.00 a year.

Examples:
If the assessed value of your property in Warwick is $45,000, you would divide that number by 1,000.  The result is 45. 45 multiplied by $2.94 is $132.30.  Your 2012/2013 tax for the operating expenses of the library would be $132.30.

If the assessed value of your property in Chester is $180,000, you would divide that number by 1,000.  The result is 180. 180 multiplied by $0.68 is $122.40.  Your 2012/2013 tax for the operating expenses of the library would be $122.40.

3.    Voter Registration

Residents of the Warwick Valley Central School District who are registered to vote may participate in  Library elections.  Voter registration for Library votes is held at the Warwick Valley Central School District Office on West Street Extension in Warwick from 9am-4pm, Monday through Friday, excluding School District holidays.

4.    Absentee Ballot Information

Absentee ballot applications may be submitted to the Library.  Applications must be received by the Albert Wisner Public Library at least seven days before the vote if the ballot is to be mailed to the voter, or one day before the vote if the ballot is to be delivered personally to the voter.

A list of all people who have requested absentee ballots is available for inspection at the Library five days prior to the vote, and is posted at the Library during the hours of the vote.
