2013 Library Tax Levy Vote - April 9, 2013: the official results of the vote are: 274 yes, 56 no. Regina Wittosch was re-elected to serve another five-year term on the Board of Trustees.
Each year the Library holds an election for approval of the next fiscal year’s operating levy, and to fill any vacancies on Library Board of Trustees. The vote is for approval of the amount requested to fund the Library through taxes. The Library’s budget also includes income from other sources -- including grants, gifts, interest and Library fees -- which is not subject to the vote. A public hearing is scheduled in advance of the vote for taxpayers to ask questions about the proposed budget and tax levy. All registered voters of the Warwick Valley Central School District are eligible to vote.

1. Current 2012/2013 and Estimated FY 2013/2014 Tax Rates*/Thousand for Library Operating Levy
Current rates FY 2012/2013:
Warwick -- $2.92/$1,000 assessed value
Chester -- $0.68/$1,000 assessed value
Estimated* rates for FY 2013/2014:
Warwick -- $2.98/$1,000 assessed value
Chester -- $0.69/$1,000 assessed value
* Tax rates for the proposed Library operating levy are estimated based on current assessment values and equalization rates. There are different rates for Warwick and Chester homes in the Warwick Valley Central School District because homes are assessed differently in these two towns. Warwick homes are typically assessed at less than 25% of their actual market value, while Chester homes are assessed closer to the actual market value. However, in both areas, library tax rates are based on assessed value, not market value.
2. How to Figure Your Tax for the FY2013/2014 Library Operating Levy
Based on the estimated FY 2013/2014 tax rates, a family with a home in Warwick assessed at $50,000 would pay a Library operating tax of $149.00. That’s an increase of $2.00 a year. A family with a home in Chester assessed at $200,000 would pay a library operating tax of $138.00 a year. That’s an increase of $2.00 a year.
Examples:
If the assessed value of your property in Warwick is $45,000, you would divide that number by 1,000. The result is 45. 45 multiplied by $2.98 is $134.10. Your 2013/2014 tax for the operating expenses of the Library would be $134.10.
If the assessed value of your property in Chester is $180,000, you would divide that number by 1,000. The result is 180. 180 multiplied by $0.69 is $124.20. Your 2013/2014 tax for the operating expenses of the Library would be $124.20.
3. Voter Registration
Residents of the Warwick Valley Central School District who are registered to vote may participate in Library elections.
